Justicia (?)

Observed on a rocky slope with heavy grazing pressure by especially goats. Voi, Kenya, Africa. 29 May 2017.

This intricately branched small shrubby plant, about 20cm tall, has been browsed occasionally by the goats in the area, but not enough to keep it from flowering. The tubular flowers have two stamens and a long slender style.
